The SourceForge version of the website is not maintained anymore. The project has moved to GitHUB. The developer has created a page with Bugs. You can join the discussion using the following link: https://github.com/spyder-ide/spyder/issues
There is no other way of reporting bugs since this one is the official one.
I am trying to download Python-Spyder 2.7 for windows. May I please be informed as to which link I should use for installation of this program with included libraries.

You can install the Spyder framework for Python using WinPython. The application already contains Spyder among many other packages designed to make coding easier on the Windows platforms. Access the WinPython website and download the version of WinPython released on April 2014. Make sure to choose the right version for your OS's architecture.
